I. Introduction:
In 1997, Waterloo Regional Police Service (WRPS) and seven other police organizations, wanted to create a common information sharing platform which would be named Common Information Management Systems (CIMS). The CIMS would update the eight police organizations computer-aided dispatch system (CAD), record management systems (RMS), mapping, mobile workstations environment, and Canadian police information center (CPIC) module. All the organizations agreed that Chief Larry Gravill of the WRPS would take lead as project manager of the CIMS project. It took Chief Gravill and his team three years to develop a working request for proposal (RFT) and only one vendor responded, Integrated Technologies Group (ITG).
